A better workflow would be install App Builder on your local machine (not server) and get your app fully configured the way you want then copy the site from your C:\inetpub\wwwroot\flexviewers\YOURAPPNAME folder over to the server.

I just tried to run the Flex Viewer as Administrator, but have the same problem. I will try the workaround you suggested. Creating it on my computer, then copying it over to the server. Still, I feel like there is just some small port or permission not open on the server that could fix it. And if the Flex Viewer can't get out to the ESRI basemaps....what else is being blocked that might be important in the future for ArcGIS Server functionality. Thanks for your help.

When I install ArcGIS Viewer for Flex on my local machine, I have to specify my own computer's IP address for the web server base folder URL. If I then copy a created site from my computer to the server, isn't the IP address information from my computer going to cause the app not to work on the server?

Regardless, I can't install Flex Viewer on my computer. It doesn't like my web base folder settings. Do I need to enable IIS on my personal computer in order to create Flex maps?

The "Web Server Base Folder" is where the Builder will write the Viewer files to disk. This can be on your local machine or on a mapped drive as long as you have write access.

The "Web Server Base Folder URL" is whatever url can be used to access the Viewer files from above via http. This is used in the Builder's Preview tab.

Neither of these settings are stored inside of a Viewer itself so the Viewer's files can be moved to another web server and still work.

Stephanie,
Did you mange to get this resolved, as I am having the same problem.
Mines seems to only have started when I set the MapSwitcher <layerlist visible="false"/>
then the maps disappear and I get an error "Could not connect to portal". Both buttons More and Basemaps disappear on the viewer but I was just hoping to get rid of the More button so I could use a Layer list.
When I change it back to "True" the maps reappear although I still have the error "Could not connect to Portal".
The "More" button reappears but the Basemaps button does not.

The viewer was working fine before I did this. I even tried creating a new viewer (using Flexviewer 3) but the same issue occurs.

any ideas I'd be grateful.
Rachel
