WMS display difference in Arcmap and Viewer for Flex (same spatial reference)

I'm working on widget to add external WMS and display it on the map in ArcGIS Viewer for Flex 3.6. Map in Flex Viewer is defined by EPSG:3035 spatial reference.

I test two WMS services services:

1) http://mapa.bialystok.lasy.gov.pl/geoserver/wms?

2) http://www.bgr.de/Service/groundwater/whymap/?

In WMS 1) EPSG:3035 is NOT supported, in WMS 2) EPSG:3035 is supported.

Both WMS are displayed correctly in ArcMap 10.3. Map spatial reference in ArcMap is EPSG:3035 (see Arcmap_scr.png screen).

When I add WMS in Viewer for Flex: WMS 1) is displayed correctly and WMS 2) is displayed not correctly (see Flexviewer_scr.png screen).

I'm confused here:

Why WMS 1) which doesn't support EPSG:3035 is displayed correctly in Viewer for Flex Map and WMS 2) which support EPSG:3035 is displayed not correctly?

Why WMS 2) in ArcMap is displayed correctly and in Viewer for Flex not correctly (spatial reference in ArcMap and Viewer for Flex is the same EPSG:3035)?
