You need to enable your web server to serve the swz files. In IIS this can be done by adding them to the known mime types.

I get the same error message only for user accounts which do not have permission to Internet. After adding the SWZ to the known MIME types in the IIS, I'm still getting the same error message. Is there anythning else that need to be done after adding the SWZ file type?
