Visibility issue of roads

Hi,

I am using the vector tile style editor and trying to make roads visible from a lower zoom level.

For example, using the Road/Local/1 (Line) the default zoom visibility is set to 12. I have lowered this to 9 in the settings but if you zoom out from 12, the Road/Local/1 (Line) still disappears.

Why is this happening? It says the available range is 5-23.

I am using the Light Gray Canvas base.
