      <title>Issues Reconciling and Posting Versions When Multiple Utility Networks Exist in the Same Enterprise Geodatabase (Insufficient Permissions Error)</title>

      <description>&lt;P&gt;Hi,&lt;BR /&gt;&lt;BR /&gt;This is my system configuration:&lt;/P&gt;&lt;UL&gt;&lt;LI&gt;Utility Network version 7&lt;/LI&gt;&lt;LI&gt;ArcGIS Enterprise 11.3&lt;/LI&gt;&lt;LI&gt;ArcGIS Pro 3.3 or ArcGIS Pro 3.5&lt;/LI&gt;&lt;/UL&gt;&lt;P&gt;I have an ArcGIS Enterprise geodatabase where I created &lt;STRONG&gt;two separate schemas&lt;/STRONG&gt;, each with its own database user:&lt;/P&gt;&lt;UL&gt;&lt;LI&gt;&lt;P&gt;un_agua → contains a Water Utility Network&lt;/P&gt;&lt;/LI&gt;&lt;LI&gt;&lt;P&gt;un_esgoto → contains a Sewer Utility Network&lt;/P&gt;&lt;/LI&gt;&lt;/UL&gt;&lt;P&gt;Both schemas and Utility Networks were created using the &lt;STRONG&gt;Create Database User&lt;/STRONG&gt; tool in ArcGIS Pro, and each UN was published as a &lt;STRONG&gt;separate feature service&lt;/STRONG&gt; through ArcGIS Enterprise.&lt;BR /&gt;To create and publish the Utility Networks, I was connected to Portal with an administrator account.&lt;/P&gt;&lt;P&gt;Everything works correctly until I try to &lt;STRONG&gt;reconcile and post a version&lt;/STRONG&gt; created from one of the services (for example, the sewer service).&lt;BR /&gt;During the reconcile/post operation, I receive:&lt;/P&gt;&lt;UL&gt;&lt;LI&gt;&lt;P&gt;&lt;STRONG&gt;WARNING 003576: Error posting version&lt;/STRONG&gt;&lt;/P&gt;&lt;/LI&gt;&lt;LI&gt;&lt;P&gt;Server logs show &lt;STRONG&gt;“Insufficient permissions” errors&lt;/STRONG&gt; for layers that belong to the &lt;EM&gt;other&lt;/EM&gt; Utility Network.&lt;/P&gt;&lt;/LI&gt;&lt;/UL&gt;&lt;P&gt;Example:&lt;BR /&gt;When reconciling a &lt;STRONG&gt;sewer&lt;/STRONG&gt; version, the server reports insufficient permissions for &lt;STRONG&gt;water&lt;/STRONG&gt; classes (WaterLine, WaterSubnetLine, DirtyAreas, SystemJunctions, etc.).&lt;BR /&gt;When reconciling a &lt;STRONG&gt;water&lt;/STRONG&gt; version, the opposite happens—errors reference sewer classes.&lt;/P&gt;&lt;P&gt;This is confusing because:&lt;/P&gt;&lt;UL&gt;&lt;LI&gt;&lt;P&gt;Each service references only its own schema’s data&lt;/P&gt;&lt;/LI&gt;&lt;LI&gt;&lt;P&gt;Each schema has its own separate UN and data owner&lt;/P&gt;&lt;/LI&gt;&lt;LI&gt;&lt;P&gt;The feature services are independent and published separately&lt;/P&gt;&lt;/LI&gt;&lt;LI&gt;&lt;P&gt;Users have permissions only within their own schema (as expected)&lt;/P&gt;&lt;/LI&gt;&lt;/UL&gt;&lt;P&gt;It seems that during reconcile/post, the server is attempting to access Utility Network system tables from &lt;EM&gt;both&lt;/EM&gt; schemas, even though only one network is involved in the edit operation.&lt;BR /&gt;&lt;BR /&gt;My questions:&lt;/P&gt;&lt;OL&gt;&lt;LI&gt;&lt;P&gt;&lt;STRONG&gt;Is this expected behavior when two Utility Networks exist in the same Enterprise geodatabase?&lt;/STRONG&gt;&lt;/P&gt;&lt;/LI&gt;&lt;LI&gt;&lt;P&gt;&lt;STRONG&gt;Are there known limitations or unsupported configurations related to hosting multiple UNs in a single geodatabase (even when using separate schemas)?&lt;/STRONG&gt;&lt;/P&gt;&lt;/LI&gt;&lt;LI&gt;&lt;P&gt;&lt;STRONG&gt;Is the reconcile/post operation designed to access all UN system tables in the database, regardless of which UN is being edited?&lt;/STRONG&gt;&lt;/P&gt;&lt;/LI&gt;&lt;LI&gt;&lt;P&gt;&lt;STRONG&gt;What is the recommended deployment pattern in this scenario?&lt;/STRONG&gt;&lt;/P&gt;&lt;UL&gt;&lt;LI&gt;&lt;P&gt;Separate geodatabases for each UN?&lt;/P&gt;&lt;/LI&gt;&lt;LI&gt;&lt;P&gt;Cross-schema permissions between both UN owners?&lt;/P&gt;&lt;/LI&gt;&lt;LI&gt;&lt;P&gt;Other best practices?&lt;/P&gt;&lt;/LI&gt;&lt;/UL&gt;&lt;/LI&gt;&lt;/OL&gt;&lt;P&gt;Any clarification or official guidance from Esri regarding this behavior would be very helpful.&lt;/P&gt;&lt;P&gt;Thank you!&lt;/P&gt;</description>

      <description>&lt;P&gt;Only the water or sewer service. I also tried running the process directly using the Reconcile Versions tool in ArcGIS Pro, without adding the features to the map—just by entering the service URL directly in the tool and executing it.&lt;/P&gt;</description>

      <description>&lt;P&gt;Yes, this error is probably the same as the one described in that bug.
