Add Rule Tool throws ERROR 000464 in Single User environment.

I am trying to migrate a Geometric Network dataset to Utility Network. I got errors 36,9 in the dirty area. I had to Add a new Rule to enable my Junction Edge Connectivity.

I am working with a local gdb. NOT AN ENTERPRISE GEODATABASE.

I am the only user accessing the Utility Network.

Steps followed in this sequence:

1. Stop Edits

2. Close all active maps

3. Disable Topology

4. Add Rule

ERROR 000464: Cannot get exclusive schema lock. Either being edited or in use by another application or service.

What could be causing the schema lock. Or am I doing something wrong.

Greetings @rohanrajan_hms,

Try the following:

Save Edits, then Save & Close ArcGIS Pro
Navigate in Windows File Explorer to the root project folder
Right click > Properties
Uncheck the Read-Only box
Click Apply
Open ArcGIS Pro (Run as administrator)
Open the Add Rule GP tool again
In the Input Utility Network parameter, navigate into the FGDB to select the UN

I've been able to resolve the same error with the above workaround a few times, but there could also be something else causing the issue.

Had this exactly same problem while adding rules to a Sanitary Utility Network I am building. The only answer for me was to close the ArcGIS Pro project associated with the Utility and open another project. Then run "Add Rule" worked without any problems.

Still have no idea why I was getting this issue.
