ArcGIS pro fails to edit & create features for the utility network feature classes although the network topology is not enabled.

What could be the issue here?

Have you registered your data as versioned? Once you are branch versioned, you can only edit via feature services.

Yes, it's registered as branch version.

Do you mean that I should publish the utility network in order to edit it?

From a Support Services case that seems similar to yours:

Resolution: To edit a Utility Network you need to register your data as branch versioned and publish it to your organization's portal.

As stated in Esri's documentation:

"A utility network can only be edited in a map with a published feature service registered as branch versioned"
