ArcGIS Solutions for logging/tracking fleet vehicles Daily Use

I am wondering if there exist a current solution which would track the daily use of government vehicles. I don't need to necessarily track the routing in real time, I really just want to use a QR scanner located on each vehicle and then an app on iphone/android, which would have the operator "log-into" a particular vehicle on a daily basis and be able to track the number of days the vehicles were used, who used them, date and time of "log-in" etc. I thought about using Survey123 or Collector but not really sure this would be the best use of these particular applications. I only need to track about 25 vehicles in total.
