Cannot join WNTI RFP 2026 group

Hi,

I was told I need to use Survey123 to apply for a grant as noted in these instructions

I created a public account using my organization's email.

When prompted to sign in, I signed in with my public account under “Not a member of this organization? Sign into your account on ArcGIS Online.”

I am logged in, but there is no where I can select “Join this group.” I tried calling support, but was told they will not help me since I only have a Public account. I tried emailing support and have not gotten a response. Please provide a screenshot or something to show how someone can join the WNTI RFP 2026 using a public account.
