Adding a custom map layer as an option in map survey

Apologies if this is answered somewhere- I'm unaware of the appropriate terms to search for something like this.

I am wanting to add the option of seeing a parcel layer to a map for users to select if they would like to use it. I've sourced the map as a URL, and added it to my map viewer, but then I'm unable to see it in my content or in the options from the survey page.

Any suggestions?
