I am planning. to create a dashboard and want some advice. Dose it matter if I use shape file or CSV? Does refresh interval works on both of them? Tried to use URL but didn't work so try this way.

ArcGIS Dashboards only accepts feature layers as data inputs into its elements. The data source for the feature layers could be either a shapefile or CSV (you could upload them into ArcGIS Online to create a hosted feature service). And yes, you could enable a refresh interval on the feature layer.
