We believe that a survey went over 15000 records and then stopped exporting to Excel. It works OK for csv etc. But when exporting to Excel, a file appears in ArcGISonline content which is a huge file (61mb). The Max Record Count is set to 1000 on the service as described in that article, but this is when we are exporting records from S123 website specifically.
