    <description>&lt;P&gt;Thanks for the reply&amp;nbsp;&lt;a href="https://community.esri.com/t5/user/viewprofilepage/user-id/251557"&gt;@ZacharySutherby&lt;/a&gt;&amp;nbsp;&amp;nbsp;The problem was resolved.&amp;nbsp; It had to do with certain sites being blocked by our firewall.&amp;nbsp; Those where whitelisted and the problem went away.&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;</description>

      <title>Error:  403 Error transferring Help</title>

      <description>&lt;P&gt;I am encountering an error on some of my surveys when I open them in Connect (3.11.123 on Windows 10).&amp;nbsp; When I open a survey and click update, I get the following error message:&lt;/P&gt;&lt;P&gt;&lt;span class="lia-inline-image-display-wrapper lia-image-align-inline" image-alt="JimW_0-1613658413488.png" style="width: 544px;"&gt;&lt;img src="https://community.esri.com/t5/image/serverpage/image-id/6311iD052D062DA7EEA13/image-dimensions/544x182?v=v2" width="544" height="182" role="button" title="JimW_0-1613658413488.png" alt="JimW_0-1613658413488.png" /&gt;&lt;/span&gt;&lt;/P&gt;&lt;P&gt;A couple of other surveys don't encounter this that area similar in nature in that they both use a hosted feature service as submission url.&amp;nbsp; If I try to create a brand new survey whether from a template, one of the existing surveys, a feature service or file, it hangs on creating the survey and&amp;nbsp;I have to force Connect to close.&amp;nbsp; When I reopen the Connect, the Survey I tried to create is there and Connect presents this:&lt;/P&gt;&lt;P&gt;&lt;span class="lia-inline-image-display-wrapper lia-image-align-inline" image-alt="JimW_1-1613658866483.png" style="width: 239px;"&gt;&lt;img src="https://community.esri.com/t5/image/serverpage/image-id/6312i3898CB036467FB9C/image-dimensions/239x235?v=v2" width="239" height="235" role="button" title="JimW_1-1613658866483.png" alt="JimW_1-1613658866483.png" /&gt;&lt;/span&gt;&lt;/P&gt;&lt;P&gt;I click yes and then get the original error message mentioned above.&lt;/P&gt;&lt;P&gt;What is going on?&amp;nbsp; Thanks!&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;</description>
