Survey123 CORS Error when loading CSV

We have arcgis enterprise and portal(10.7). We designed a form in survey123 connect. This form uses pulldata function from another csv file and the form works
fine in the survey123 connect for windows. When we publish form and open the same form in survey123 website, the page gives us this error:
Access to XMLHttpRequest at 'jr://file-csv/FileName.csv' from origin 'https://survey123.arcgis.com' has
been blocked by CORS policy.

Adding https://survey123.arcgis.com to allowed origins in portal setting did not help

What is this 'jr://' protocol and why is survey123 web trying to access file from here when other content is coming from portal sharing?

If your ArcGIS Enterprise deployment uses IWA you are likely running into BUG-000125125.
