SSL Handshake Failed

I am attempting to add a portal to Survey123 on a Samsung S3 tablet. When I type the URL of the portal into the given space, I receive this error: "SSL handshake failed (6). Error 11: The issuer certificate of a locally looked up certificate could not be found." Can someone explain what this means and how to resolve it? I have been able to successfully log-in to the same Portal on my iPhone and on my laptop.

The OS is Android Nougat Operating System. I will show the thread to my IS Department and see if it applies.
