Using either technique, the Create Map Tile Package tool or the Share As... Tile Package method, my .tpk ends up being under 200kb in file size and shows up blank when I visualize it in Survey123 Connect or open it in Desktop. I've tried changing the tiling format, the level of detail, whether it is saved to the computer or hosted in ArcOnline, and made sure that all of the layers and map document are in Web Mercator.
