    <description>&lt;P&gt;We would like "Viewer" user types to be able to view forms in a web browser, even if they can't submit data. That is because we have several supervisors and other staff who need to view and approve draft forms before they are shared as public.&lt;/P&gt;&lt;P&gt;As it is, a Viewer can open a form in a browser, but it is locked, so they can't expand question groups to see all form elements.&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;</description>
