topic kernel density function in ArcGIS Spatial Analyst Questions

I wanted to get the population density for a certain area. I used the kernel density function with my population field taken into account. My highest population point was 400 people. After the kernel density algorithm finished, I ended up with a raster that had a range of 0-40,000. Each pixel was 20X20m, and the output unit was in kilometer. I'm pretty sure I followed the correct steps, however the dense areas seem very high as far as density goes. I guess I am wondering why that is (or maybe I did something wrong). Should I be using a different procedure completley? Thanks
