Horizontal factor table not impacting output of path distance tool

I am primarily working on ArcMap 10.8.1. I am running a tool in model builder which includes a Path Distance tool. I am trying to apply a horizontal factor table to my model, but the input table does not impact the resulting data, no matter what the values are
