I installed the Lead Service Line Solution in 2023 to Enterprise 10.9.1 and I just looked at the FDGB, Toolbox, sources. The ArcPro project sources were all over the place. It put some in my local user folder with the following paths:

Home folder: ...\Documents\ArcGIS\Packages\missing name_71be06

Default geodatabase: ...\Water\Lead\Lead Service Line\LeadServiceLine.gdb

Default Toolbox: ...\Documents\ArcGIS\Packages\missing name_71be06\LeadServiceLineInventory_DataManipulation.tbx

Project location (correct): M:\GIS Team\Projects\LeadServiceLineInventory\LeadServiceLineInventory_DataManipulation.aprx

Pro is set up on our machines to put everything that makes up the project in a (provided) folder. There should be a method that will put Pro Projects in a folder as if you are creating a new project so that data, tools, and Home folder are not spread all over the place. Any idea why it did not give it its own folder or ask for a place to put the Project(s) when installing the solution?. I have a big mess to clean up.
