Crime Analysis Tool - Import Records Error

I am trying to use the Crime Analysis | ArcGIS Solutions for Local Government and I keep running into an error.

I am using these tools: RecordImportLG.zip

And following these instructions: Configure records import - Crime Analysis | ArcGIS Solutions for Local Government

I run the Configure Record Import (XY) tool. Then I select the .ini file in the Import Records tool.

For some reason I keep getting this error:

Suggestions for a work around?

is it supposed to have the solitary " before .log' ?
