Hi,

To download the SDK you'll need to log into the Esri Customer Care portal: https://customers.esri.com/�??.

Once you've downloaded the setup, the installation instructions should tell you everything you need to know: http://resources.arcgis.com/en/help/runtime-wpf/concepts/index.html#/Installation_and_setup/01700000006w000000/.
