Depending on what functionality you need you may need to use local services which you can create programmatically via the API based on "packages" - see &lt;/SPAN&gt;&lt;A href="http://resources.arcgis.com/en/help/runtime-wpf/concepts/index.html#/Packages_used_by_ArcGIS_Runtime_SDK_for_WPF/01700000005v000000/"&gt;http://resources.arcgis.com/en/help/runtime-wpf/concepts/index.html#/Packages_used_by_ArcGIS_Runtime_SDK_for_WPF/01700000005v000000/&lt;/A&gt;&lt;SPAN&gt; for more information.       <description>&lt;HTML&gt;&lt;HEAD&gt;&lt;/HEAD&gt;&lt;BODY&gt;&lt;SPAN&gt;Hello!&lt;/SPAN&gt;&lt;BR /&gt;&lt;SPAN&gt;I am using ArcGIS WPF control as a background for my oil production modeller. I don't always need a map to be displayed, but I'd like to use ArcGIS's coordinates and scale control even without the Internet connection. Could you please tell me if it is possible to use the WPF component without the Internet.&lt;/SPAN&gt;&lt;/BODY&gt;&lt;/HTML&gt;</description>
