Hi,

Version 2.4 of the WPF API is no longer supported: http://downloads.esri.com/support/product%20life%20cycle/online_gis/ArcGISWebMappingAPIs_PLC.pdf‌. Instead you should consider using ArcGIS Runtime SDK for WPF. The most recent release of this product was 10.2.3 and there will be another release towards the end of 2014.

The licensing information for ArcGIS Runtime SDK for WPF is covered in: ArcGIS Runtime SDK for WPF

Cheers

Mike
