Trouble Deploying to test computer/ tablet

Good Afternoon everyone,
I hope someone can help me out. I am trying to deploy a WPF runtime application to a test maching (both a windows 7 tablet and a PC). The program crashes everytime I try to run it on anything but my development machine. I have followed the directions on the resources site but I just can't get it to work. I am not sure if I am missing anything. If anyone has any suggestions that would be great.

*Update*
So I figured out that is has something to do with my map package and the way I am referencing it. I figured this out by removing the local data references and I can now load it on to my test environments. I would like to use relative paths but when i try on my development machine this the path ends up pointing to the bin folder in my original solution. I don't know if I just don't have a full understanding of relative paths or I am doing something wrong. If anyone can help me that would be great.
