    <description>&lt;HTML&gt;&lt;HEAD&gt;&lt;/HEAD&gt;&lt;BODY&gt;&lt;SPAN&gt;Can somebody explain to me how you can generate the empty MPK as provided in the DynamicLayers example that is hosted on the mainpage of the Runtime website:&lt;/SPAN&gt;&lt;BR /&gt;&lt;BR /&gt;&lt;A class="jive-link-external-small" href="http://www.arcgis.com/home/item.html?id=953a530ada30477d95cc69e788268bc9" rel="nofollow" target="_blank"&gt;http://www.arcgis.com/home/item.html?id=953a530ada30477d95cc69e788268bc9&lt;/A&gt;&lt;BR /&gt;&lt;BR /&gt;&lt;SPAN&gt;In other words, how do you add a "Temporary Group Layer" in a MXD. I tried something similar before but couldn't generate a MPK from an empty MXD/Map.&lt;/SPAN&gt;&lt;/BODY&gt;&lt;/HTML&gt;</description>

      <description>&lt;HTML&gt;&lt;HEAD&gt;&lt;/HEAD&gt;&lt;BODY&gt;&lt;SPAN&gt;Hi,&lt;/SPAN&gt;&lt;BR /&gt;&lt;BR /&gt;&lt;SPAN&gt;Empty/blank maps cannot be packaged but you can add a new group layer to the dataframe and then package the map. It's a workaround until we can provide dedicated direct data access via the API in the future.&lt;/SPAN&gt;&lt;BR /&gt;&lt;BR /&gt;&lt;SPAN&gt;Cheers&lt;/SPAN&gt;&lt;BR /&gt;&lt;BR /&gt;&lt;SPAN&gt;Mike&lt;/SPAN&gt;&lt;/BODY&gt;&lt;/HTML&gt;</description>
