EmptyMPK_WGS84.mpk in DynamicLayers example application

Can somebody explain to me how you can generate the empty MPK as provided in the DynamicLayers example that is hosted on the mainpage of the Runtime website:

In other words, how do you add a "Temporary Group Layer" in a MXD. I tried something similar before but couldn't generate a MPK from an empty MXD/Map.

Hi,

Empty/blank maps cannot be packaged but you can add a new group layer to the dataframe and then package the map. It's a workaround until we can provide dedicated direct data access via the API in the future.
