topic Resolution of map does not match scale of basemap in ArcGIS Runtime SDK for WPF (Retired) Questions

Ive been trying to show the map scale in my application, and am using map.Resolution * 39.3700787401572 inches/meter * 96 to convert from map resolution to map scale.

However, when I load the application, the map.resolution is always somewhere in between the listed resolutions of the basemap (from rest service page), resulting in a scale that is wrong. This occurs at all scales except the largest scale, where the maps resolution is the same as the largest scale listed in the rest services page.

I have confirmed that my basemap is the first layer added to the map when the application starts...Has anyone ever seen this before?

Thanks,
Matt
