How do I display a OnHover window on a Point on a map??

Hello,

I am working on a project and I have my program to where I can enter some coordinates and it will display on my .tpk map.

My question is, when the point is painted on the map, how can I created an onHover event where when I mouse over the point, I can have it pop a little window and have it display some data?

Is there a guide or some kind of direction/example you can show me?
