Does not seem like this procedure for download tpk using tilebaseMaps.com work any more
I believe , the token generation has lot of changes to it
Request you to brief on it

http://tiledbasemaps.arcgis.com/arcgis/rest should work for you.

As a side note, downloading and using TPKs in a Runtime application falls under the LITE license. Just FYI.
