    <description>&lt;P&gt;I currently have an issue where the labels of some basemap features - such as road names and highway shields - are being drawn above my own features in operational layers, sometimes obscuring them.&lt;/P&gt;&lt;P&gt;Is there a way I can set the overlap strategies of basemap layers, or some other mechanism, to prevent this from occurring?&lt;/P&gt;&lt;P&gt;Thanks&lt;/P&gt;</description>
