    <description>&lt;HTML&gt;&lt;HEAD&gt;&lt;/HEAD&gt;&lt;BODY&gt;&lt;P&gt;I developed an app that works fine on desktop. &amp;nbsp;I created a deployment using the ArcGIS Runtime Builder and have it running on a Windows 8.1 tablet. &amp;nbsp;The app runs and displays TIFFs and MPKs without issue in desktop, but when I load them into my app I see the file listed in the TOC, but nothing displays.&lt;/P&gt;&lt;/BODY&gt;&lt;/HTML&gt;</description>
