can only add webmaps using portal explorer?

Hi,

Does the esri portal explorer allows to add feature services or tiled map services on your current open base map on your custom app? becasue the arcgis app for ios only allows you to add webmaps with your layer hosted on the webmap.

You can author your web map on http://arcgis.com or http://www.arcgis.com/explorer/ with whatever layers you want to add. The ArcGIS app only opens webmap. You cannot create webmap.

Please elaborate your question for custom app so I can help you out with it.
