Arcgis runtime content option missing

The option to File> Share as> Runtime content is missing from 10.2.03##. What am I doing wrong?
I have followed the steps at. http://resources.arcgis.com/en/help/main/10.2/index.html#//00660000045q000000

I have done these steps
1. I Opened ArcMap and In the ArcMap main menu, click Customize > ArcMap Options.
2. In the ArcMap Options dialog box, click Sharing.
3. Checked the Enable ArcGIS Runtime Tools check box and click OK.

Then To create Runtime content
1. I Opened ArcMap added a shapefile of the USA save the MXD... reopened it. doubled check that it was still enabled in step 3 above.
2. Then In the ArcMap main menu, click File > Share As > Runtime content is MISSING??? I see three other options but not RUNTIME content.

What am I doing wrong????

Can you check to see if the toolbar tool is available? I don't recall where it is located off-hand, but I always get to it by searching for "runtime" in the search tool. I've found it does a better job of exporting than the menu option anyway.

No toolbar when I search for it in the Customize.. Commands tab. Do I need to install something extra like the ArcGIS Runtime SDK for ???WPK?? What does WPK stand for? I'm using Windows.

Oops - I meant toolbox item, not toolbar item.

To enable the Share As Runtime content menu item

Open ArcMap.
In the ArcMap main menu, click Customize > ArcMap Options.
In the ArcMap Options dialog box, click Sharing.
Check the Enable ArcGIS Runtime Tools check box and click OK
