Is possible to load raster image into mapview

I have an url where I can request an image, this is one example call:

what I want to do is to put that image on top of a mapview is that possible??

You can't just add an arbitrary image to mapview because it's lack of additional information such as projection or coordinate system which the mapview needs.
What you can do is download it and using it in ArcMap to generate a .tpk file, then you can load tpk file with the sdk.
