I believe this to be a result of your application zooming in past zoom level 19. Recently, Esri updated our zoom levels to exceed zoom level 19. This will be more meaningful in future releases of data services from Esri.

Hope this helps!

Hello,

The topographic map service turns off between Zoom level 15 and 16. It appears the new max zoom level is 23.

You can view a sample here www.centerlinemapping.com/topographic.htm

Wondering if Esri could possibly republish the topographic web service without the minimum extent allowing us to view the topo maps beyond Zoom level 15?
