      <description>&lt;HTML&gt;&lt;HEAD&gt;&lt;/HEAD&gt;&lt;BODY&gt;&lt;P&gt;It looks like the service that you are trying to do is not sync enabled and this is why it is not possible to download the runtime geodatabase. If you open the working service (Wildfire) and scroll down at the very bottom, you will notice that one of the supported operations is "Create Replica". This operation is missing from the AssessmentAppeals but is necessary in order to be able to create the runtime geodatabase.&lt;/P&gt;&lt;P&gt;&lt;/P&gt;&lt;P&gt;The following documentation explains more about preparing your data for offline use&lt;/P&gt;&lt;P&gt;&lt;A href="http://server.arcgis.com/en/server/latest/publish-services/linux/prepare-data-for-offline-use.htm" title="http://server.arcgis.com/en/server/latest/publish-services/linux/prepare-data-for-offline-use.htm"&gt;Prepare data for offline use—Documentation (10.3 and 10.3.1) | ArcGIS for Server&lt;/A&gt; &lt;/P&gt;&lt;/BODY&gt;&lt;/HTML&gt;</description>
