I am currently trying to do this by starting a LocalServer and adding a LocalMapService to it. The idea is that a client can convert from a number of formats into a .mpk file in ArcMAP, which we can then add to our application by using the LocalServer. However, I don't have a lot of experience in using ArcMAP, so I am spending a lot of time trying to create som test data.
