Do you have to install runtime local server?

The solution i'm working on (with runtime 100.9) wont compile if i wont install the arcgis local server (100.9, 2 gb installation)

the problem is, over 30 developers are working on this solution but i'm the only one who is developing the maps module with arcgis runtime + arcgis local server.

do all developers need to install the local server to be able to compile the solution, even if they dont intend on changing anything in the maps module?
