      <title>MapView ignores first left-drag pan after right-click</title>

      <description>&lt;P&gt;Hi,&amp;nbsp;&lt;/P&gt;&lt;P&gt;I am adding a context menu to my WinUI MapView and noticed a weird behaviour:&lt;/P&gt;&lt;P&gt;After every right-click on the map, the next left-click-and-drag does not pan the map. Panning only works on the second left-click-and-drag.&lt;/P&gt;&lt;P&gt;The next left-click-drag is only ignored if I right-click-tap the map, not if I right-click-drag the map. Other events like&amp;nbsp;GeoViewTapped are always fired as expected.&lt;/P&gt;&lt;P&gt;The issue can be reproduced in the Sample App (&lt;EM&gt;ArcGIS Maps SDK for .NET Samples (WinUI)&lt;/EM&gt;)&lt;BR /&gt;Steps to reproduce:&lt;BR /&gt;1. Right-click on the map (press and release)&lt;BR /&gt;2. Left-click and drag to pan&lt;BR /&gt;3. The first drag does not pan&lt;BR /&gt;4. Repeat left-click and drag =&amp;gt; panning works.&lt;/P&gt;&lt;P&gt;I have attached a GIF demonstrating the issue (blue = right-click, yellow = left-click and hold).&lt;/P&gt;&lt;P&gt;&lt;span class="lia-inline-image-display-wrapper lia-image-align-inline" image-alt="left_drag_not_dragging.gif" style="width: 400px;"&gt;&lt;img src="https://community.esri.com/t5/image/serverpage/image-id/149159i3B7318BE6D10B91E/image-size/medium?v=v2&amp;amp;px=400" role="button" title="left_drag_not_dragging.gif" alt="left_drag_not_dragging.gif" /&gt;&lt;/span&gt;&lt;/P&gt;&lt;P&gt; &lt;/P&gt;</description>
