licensing for offline mobilepackage .net SDK

Can someone please advise what licensing is required for the following scenario:

I have a .net application using the .net ESRI SDK with a lite license. I would like to create an offline mobile package that can be used by myself and my customers that use my application. What is the correct licensing and procedure to allow me to create a specific map package and distribute it to my customers so they can use it within my application?

Do I need to have a Pro license to create the map? A lite license in my application? Can I distribute the mobile package to my customers for a specific area they will be operating in?

Note the application would display a 2d or 3d map and will move with my vehicle. The application will need to be offline hence needing the mobilepackage. We will draw polygons and points using the SDK on top of the map with the SDK.
