How to create API key (personal, non-commercial use)?

Hi, completely new to ArcGIS.

I am following this tutorial and trying to get API keys:

(First of all: if I understood correctly, I can use ArcGIS maps SDK (for .NET) for free, if its for personal, non commercial use? please correct me if I am wrong. )

I have created a public account (I think its called like that), then I logged in and go to portal. On the top menu, I click on Content, then in the left panel I go to Developer credentials > API key credentials.

But I cant see any way to create credentials. it just show a text "No items found that meet your criteria. Try changing your search term or clearing some filters to show more items.".

If I click on the button "New item" on top of the page, it lets me create an app, map etc but I cant see the option to create API keys. (besides, if I choose to create app and choose WPF app, it ask me to upload a file, but I have no idea what file am I supposed to upload?)

What am I doing wrong?

Did the AGIS Personal not work for generating an API Key?
