ArcGIS Server 11.1 suddenly crashed - Admin endpoint not responding (No enum constant AuthenticationTier.ARCGIS)

Hi everyone,

I’m facing an issue with ArcGIS Server 11.1 running on Windows Server.

The server was working normally, but it suddenly crashed. After that, I tried to start the ArcGIS Server Windows service. The service starts successfully, and Windows shows that ArcGIS Server is running, but the following endpoint does not respond:

http://localhost:6080/arcgis/admin

I checked the logs and traced the issue to the following error:

No enum constant com.esri.arcgis.discovery.admin.security.AuthenticationTier.ARCGIS

The Tomcat service appears to start, but the ArcGIS Server admin application never becomes available.

Environment

ArcGIS Server 11.1
Windows Server
Standalone ArcGIS Server (not a multi-machine site)

What I’ve observed

ArcGIS Server service starts without an immediate failure.
localhost:6080/arcgis/admin does not load.
Only catalina and localhost log files are present under the Tomcat logs directory.
The error related to AuthenticationTier.ARCGIS appears during startup.

Has anyone encountered this error before? I’m trying to determine whether this is caused by:

a corrupted configuration store,
a failed upgrade/patch issue,
or a problem with the ArcGIS Server security configuration.

Any guidance on how to recover the site or identify the root cause would be greatly appreciated.
