The API may take up to 10 decimal places, but yes, the layer's own settings may round that off to whatever it's precision is configured for.

Can you look at the layer's definition and see what that is set to?

I am using the applyEdits Restful API to save geometry to a feature layer, even though I passed the full precision (10 decimal places), after it saved successfully when I query the database, it only kept to 3 decimal places.

Why is that? Anything to do with the setting when the feature layer was published? I found something called XY Resolution. https://pro.arcgis.com/en/pro-app/latest/tool-reference/environment-settings/xy-resolution.htm
