legend request returns incorrect values for raster function from mosaic dataset ImageServer?

Hello,

I am writing some JavaScript for charting data represented by classified images in mosaic datasets available via ImageServers and am having trouble getting the definition of a rendering rule associated with the ImageServer as a raster function processing template to figure out the classification scheme used.

I can make legend requests, using the appropriate rendering rule, to get the labels but the values returned in association with those labels are all the same. For example (updated w/better examples on July 8):

Does anyone have any idea how/what I can specifically request to get a raster function's definition where those values are returned properly?

It should be stated that it's entirely possible my problem is that our production environment is using ArcGIS Server 10.4.1 and returning the same values in the legend request is a bug that has since been fixed. If that's the case, it would be good to know too.
