Dynamic layers - Baffled why this tile call does not work

I am trying to use dynamic layers to restyle some data from the USA national map server. Here is a tile call without dynamic layers. This call works fine.

And here is the same call with dynamic layers. The server responds "Bad request".

Is it me? Is it the server? Can anyone shed light?
