topic Rest Service doesn't show data changes after publishing in ArcGIS REST APIs and Services Questions

I have published few layers as Rest service and using them on Silverlight viewer. These layers may be edited or modified through some real time sources like GPS.
I don't see any changes on my silverlight viewer when these layers are updated. But when I query through REST, it shows the added OBJECTIDs.
I tried restarting the service but no Luck.

Is it a usual practice that we need to publish it again to see the changes or am I missing something?

NOTE: My layers reside in geodatabase in SQL server. Please suggest.
