Rest API doesn't always display map.

Using the View in option of the REST API isn't returning a result....

Basemap/CityBaseMapCached (MapServer)

View In: ArcMap ArcGIS Explorer ArcGIS JavaScript Google Earth

http://<server>/ArcGIS/rest/services/Basemap/CitybaseMapCached/MapServer?f=jsapi

It just produces the header and box. Whats odd is that it occassionally appears to return the map with the zoom in control?

If I try to export the map or get a specific tile it works.

The only other important piece is that our server is outside our fire wall. However, we've tried accessing it internally or externally and get the same result.
