    <description>&lt;HTML&gt;&lt;HEAD&gt;&lt;/HEAD&gt;&lt;BODY&gt;&lt;SPAN&gt;Hi &lt;/SPAN&gt;&lt;BR /&gt;&lt;SPAN&gt;I had the same error after changing the port of ArcGIS Server to 8399.&lt;/SPAN&gt;&lt;BR /&gt;&lt;SPAN&gt;I had to change the rest.config file and modify in it the port section&amp;nbsp; and reverproxyport? and other section that deals with URL.&lt;/SPAN&gt;&lt;BR /&gt;&lt;BR /&gt;&lt;SPAN&gt;xav&lt;/SPAN&gt;&lt;/BODY&gt;&lt;/HTML&gt;</description>

      <title>Cannon log into REST API Admin - Invalid Referer error</title>

      <description>&lt;HTML&gt;&lt;HEAD&gt;&lt;/HEAD&gt;&lt;BODY&gt;&lt;SPAN&gt;When I try to log into the REST API Admin, I am getting an 'Invalid Referer' error.&amp;nbsp; I am using my domain account to login.&amp;nbsp; We are using ArcGIS server 10.&amp;nbsp; My domain account is set up correctly in the necessary admin groups on the server.&amp;nbsp; I am running Windows 7 Enterprise Service Pack 1 on my desktop.&amp;nbsp; I also have Silverlight 5 (5.1.10411.0) installed.&amp;nbsp; I get the 'Invalid Referer' error in Internet Explorer 9, Firefox and Google Chrome browsers.&lt;/SPAN&gt;&lt;/BODY&gt;&lt;/HTML&gt;</description>

If the server does not have any service packs installed you could try after installing the latest SP.&lt;/SPAN&gt;&lt;BR /&gt;&lt;BR /&gt;&lt;SPAN&gt;NIM058968 - Cannot login to REST admin if the url to REST admin login page is a redirected from a http endpoint to https.&lt;/SPAN&gt;&lt;BR /&gt;&lt;SPAN&gt;NIM059442 - Domain accounts cannot log in to REST admin (a) when the server is off the network or (b) when the server is on the network but on a sub-domain and the SOM owner is a local account.&lt;/SPAN&gt;&lt;/BODY&gt;&lt;/HTML&gt;</description>
