Rest End Point Layer ID Numbering Sequence

Initially when I published this one map service, the locations point feature was given an layer id of "0" and type point feature was given a layer id of "1"

Now after publishing it for the second time, the locations feature now has a layer if of "1" and the type feature is now numbered as "0"

My question is....."What determines the order in which these numbers as assigned? Also, what has changed in the .mxd that would alter the resultant layer id numbers?

They are normally determined by the order of the layers in your mxd. 0 being the top layer in your TOC, 1 being your second and so on. Note that a layer group also gets given a layer id.
