If you have Production Mapping, here is what I would do.

Create a point feature class that represents the center point of each map. Using the Magnetic Calculator (ArcMap) or Calculate Magnetic Components (Pro) you can add the annual drift and other magnetic values as attributes on the feature class based on the date you chose.

Once you have the value it is up to you how you add it as text to the layout. Here are a couple of options:

If you are using data driven pages, join the annual drift attribute of the point back to you map AOI and use dynamic text. https://desktop.arcgis.com/en/arcmap/latest/map/page-layouts/using-dynamic-text-with-data-driven-pages.htm

Create a graphic table element - https://desktop.arcgis.com/en/arcmap/latest/extensions/production-mapping/what-is-a-graphic-table-element-.htm

Use python to update text elements in the map - https://desktop.arcgis.com/en/arcmap/latest/analyze/arcpy-mapping/textelement-class.htm

If you have Defense Mapping, you can join the annual drift back to the AOI feature class and use Populate Map Sheet Info - https://desktop.arcgis.com/en/arcmap/latest/tools/defense-mapping-toolbox/populate-map-sheet-info.htm#GUID-6CA07313-89FE-42DE-9927-BE00FD6A4D8B
